    Hi! Question for Bologna- how did your co-creation workshop functioned in terms of engaging stakeholders and citizens? Another question - what kind of EV charging stations are you implementing?

    We would like to ask Bologna and Tallinn if the Citizen mobility app is the same to Journey Planner app and what are the defferences.
    We would like to ask Bologna and Tallinn about the screens. Have you found displays that fit you SPINE Budget?

    The Bologna LL SPINE co-creation process represents a dynamic and collaborative process to generate innovative ideas, develop practical solutions and take decisions that meet the needs of all involved target groups.
    It has been carried out by COBO and SRM with the support of FIU, which is a multidisciplinary urban regeneration research, development, co-production and communication centre of the city of Bologna that works to facilitate and experiment city transformation processes in both policy planning-civic governance and design terms, with a focus on methodologies and civic engagement (https://www.fondazioneinnovazioneurbana.it/en/).
    COBO requested – through the GA Amendment - to include FIU (Fondazione Pietro Giacomo Rusconi, Villa Ghigi, per l’Innovazione Urbana) as new affiliated entity to enhance the capacity and expertise needed for the active engagement in the Bologna pilot of all necessary stakeholders, including vulnerable user groups. The working method proposed by FIU for the meetings included the use of physical and virtual boards (such as the "Miro" board with virtual post-its) as well as “personas” simulation method, to facilitate dynamic community engagement, allowing the participants to express their needs and suggest solutions to make mobility more accessible. During the focus groups, the facilitators led discussions and activities effectively, ensuring to all participants the opportunity to contribute to the achievement of the meeting objectives. The environment was set to be open, inclusive and respectful to encourage constructive discussion and open sharing of ideas and perspectives.

    1. Co-design workshops were conducted in Italian because all the stakeholders involved, as well as citizens and end-users, were Italian-speakers.

    2. Awareness raising campaign for City30 and LEZ are still under development in the framework of SPINE, but they will for sure align with the city campaigns supporting the same policies. The idea is to reinforce those elements representing SPINE key themes, such as use of PT, multimodality and active mobility. Structure and specific tools of the campaigns are still to be defined.

    1. The Citizen Mobility app and the app used in the Bologna LL for the travel planning are two different things and are developed by two different SPINE IT partners.
    The Citizen Mobility App is a mobile application developed by IT partner MOBY: in the Bologna LL only some of its functionalities are used, in particular the ones for running the Micro-incentives campaign.
    On the other hand, the travel planning functionality is exploited / applied through the MaaS app, which is being developed by IT partner Instant Systems (INSY) and aims at improving smart mobility in the metropolitan area. Through this app, an integrated multimodal travel planner with as many operators as possible has been created, and the system will be tested on a wide user basis.

    2. A market research was conducted to explore all different possible options in terms of costs and digital features of the screens; since COBO – who is responsible for the implementation of this solution in the LL - found out that they are expensive tools, the number of screens to be installed foreseen in the initial budget has been resized on the basis of the real needs of the selected multimodal hubs.

    Another question - what kind of EV charging stations are you implementing?

    To improve the services near mobility centres for all categories of users, SPINE envisages the installation of accessible charging stations for electric vehicles. Some of the planned features respond to special mobility needs: ramps, canopies, spaces and signage for people with reduced mobility, special sockets for recharging electric wheelchairs, lighting, interoperability with platforms, multilingual, usable with universal payment methods without any subscription.

    Currently, it is not the Municipality of Bologna (COBO) that directly installs the electric vehicle (EV) charging stations. Instead, there is a direct collaboration with Charging Point Operators (CPO), formalized through a memorandum of understanding. COBO provides space free of charge, while the CPOs (such as Enel X Way and beCharge) handle the installation and management of the charging stations without additional costs for the public administration. This model has worked well so far, but there are some limitations:

    • flexibility in the choice of locations: strict constraints cannot be imposed on EV charging station positioning, as CPOs may consider certain areas too expensive or inconvenient. In practice, the selection of locations is a compromise between demand factors (represented by the needs of users and the Municipality) and supply factors (i.e., the economic interests of the operators). For example, CPOs tend to prefer areas near power distribution cabinets to reduce installation costs, such as excavation and cabling expenses;

    • charging station power: CPOs are often incentivized to install high-power infrastructure because it generates higher revenue and takes advantage of economies of scale, allowing more charges to be completed in the same time-frame compared to lower-power stations. However, COBO is not focused on this model, as it aims to promote intermodality, which means enabling the combination of vehicle charging with the use of other forms of transport, such as public transit. High-power charging stations, which recharge vehicles quickly and encourage rapid vehicle turnover, do not support this approach. For example, users might decide to recharge their vehicle in 20 minutes, wait on-site, and then continue their journey by car instead of using a bus.
      Therefore, COBO's intention is to focus on lower-power charging stations, which allow for slower recharging (typically taking a few hours) and give users greater flexibility as regards their desired parking time. Indeed, the low-power charging station better aligns with long-term parking, which is typical of intermodal areas where users might leave their cars for several hours and use public transportation for further trips, thus promoting intermodality.
