    • TLL_MS1: Multimodal hub / information screens
      Key achievements:
      • The small tender to find user interface design for information screens – results are ready in April. And then we can publish the tender for the screens, their instalment and the IT solution
      • The City architects have found even better location for those information screens – in very centre of main railway station
      • Preparing collaboration contracts with all the mobility operators in Tallinn – Bolt (car sharing, e-scooters, e-bikes, ride hailing), Tuul (e-scooters), Citybee (car sharing), Elmo(car sharing), Forus (ride hailing, car sharing)
      Planned Goals &Actions:
      • Tender for Design is going on
      • Big Tender preparation

    • TLL_MS3: Cargo-bikes renting service
      Key achievement:
      • Citybike and Tallinn are negotiating about locations of the cargo-bike stations – in overall there will be 10 cargo-bikes and 5 stations – service provision will start in April.
      Planned Goals &Actions:
      • Starting the service as soon snow is melting.

      Key achievements:
      • Park&Ride parking facility is defined – preparation of the parking lot itself has started. In March the tender for the equipment can start.
      • The tender for the Smart P&R screens will be conducted with the same tender of Multimodal hub Information Screens

    • TLL_MS2: Smart City Platform & TLL_MS8: Environmental Sensors
      Key achievements:
      • Data sources defined; preparation is in final phase – in few weeks should be operational.
      • CO2 sensors have been received – preparing the installation of those – will happen in March.
      Planned Goals &Actions:
      • Connecting the CO2 sensor to tram and to the pole in the main railway station
      • Finalizing the platform

      • It might be not possible to implement, as Tallinn MaaS tender didn’t go well and there is no MaaS app in Tallinn still – main obstacle is how to get mobility operators to start the collaboration.

      • It will be conducted with the same tender of Multimodal hub Information Screens
      Planned Goals &Actions:
      • It will be conducted with the same Big Tender in Multimodal hub Information screens – so those screens will be interactive – it will be possible to book a vehicle through those screens.

    1. We would like to ask Bologna and Tallinn if the Citizen mobility app is the same to Journey Planner app and what are the defferences.

    In Tallinn, the implementation of a successful cargo bike service under the SPINE project relies heavily on collaboration between the public and private sectors. As the city, Tallinn's role focuses on facilitating and supporting the setup of operations rather than directly managing or funding the service. Since SPINE's budget does not include operational funds for cargo or shared bikes, the Tallinn Transport Department and ATOM partnered to provide the necessary software for bike rental, while City Bike, a private company, took on the investment and operational risks.

    The key milestones in this context were therefore related to the strategic facilitation and coordination efforts that enabled the launch. These included:

    • Securing a Committed Private Partner: Tallinn and ATOM worked closely to identify a reliable private operator willing to invest and operate the cargo bike service. After discussions with many potential operators, City Bike was the only one, who agreed to fund and manage the service, which was a significant step given the risk involved.
    • Supporting Software Implementation: ATOM provided specialized software for the cargo-bike rental system, essential for seamless user access and service efficiency.
    • Public Awareness and Collaboration Initiatives: Though Tallinn does not influence day-to-day operations, it can support City Bike through collaboration on awareness campaigns and stakeholder engagement to boost visibility and attract users.

    These facilitative milestones established the foundation for the service to operate in Tallinn. Given the private ownership, the city does not set usage targets but will monitor and support user growth by helping increase public awareness and visibility.

    The smart Park & Ride (P&R) information screens will provide similar content to the general information screens but tailored to support P&R users in their journey transitions. The screens aim to encourage users to shift from private car usage to public and shared transportation modes by providing timely and relevant information. The key features and content of these P&R screens include:

    • Real-Time Public Transport Departures: Displaying upcoming departures for nearby public transport options, enabling users to efficiently plan their transition from parking to public transport and reducing waiting times.

    • Availability of Shared Mobility Options: Showing nearby shared vehicles, such as e-scooters, bikes, and shared cars, within the vicinity of the P&R facility. This offers users flexible, last-mile transport options from the P&R location to their final destination.

    • Route Planning for Key Destinations: Providing route-planning assistance to major destinations, including the city centre, harbour, airport, and other transit hubs. This feature helps users navigate onward connections seamlessly.

    In Tallinn, the decision was made not to implement the Citizen Mobility app, as there is currently no MaaS app in place, and deploying the Citizen Mobility app as a standalone solution isn’t feasible.

    Yes, we have identified displays that fit within the SPINE budget. Each screen will cost approximately €8,000, and we are planning to implement six of them.

    We expect the Smart City Platform to provide significant value through real-time insights and performance tracking. Once we establish connections with relevant data sources and complete necessary integrations, we aim to use the platform's dashboard to dynamically monitor and improve Key Performance Indicators (KPIs) outlined in both the SPINE project and our Sustainable Urban Mobility Plan (SUMP). This should enable more responsive decision-making and support continuous improvement in mobility initiatives across the city.
